Elementary School Students:
Certain application types for a Certificate of English Eligibility for elementary-aged (Pre-Kindergarten to Grade 6) students are processed directly at the school during the new student registration period.
Secondary School Students:
All application types for a Certificate of English Eligibility for secondary-aged (Grade 7-11) students are processed with the English Eligibility Office at the English Montreal School Board.
A child who resides in Québec permanently and whose mother or father is a Canadian citizen may be eligible to receive the Certificate of English Eligibility if they are in one of the following situations:
- The child received the major part of their elementary and/or secondary (if any) instruction in English in Canada.
- The child’s sibling received the major part of their elementary and/or secondary (if any) instruction in English in Canada.
- One of their parents is a Canadian citizen and attended an English-language elementary school in Canada.
- A child’s father or mother attended school in Québec after August 26, 1977, and could have been declared eligible to receive instruction in English at that time.

For elementary aged students, this application for a Certificate of English Eligibility will be processed at the school during registration season.
If a parent is a holder of a Certificate of English Eligibility under Article 73, 76, 86.1 of the Charter of the French Language, then the parent can transfer their English eligibility status to their child
THE FOLLOWING DOCUMENTS ARE REQUIRED:
- The Certificate of English Eligibility or Quebec Permanent Code of the parent who has English eligibility.
- Original proof of Canadian citizenship of the parent who holds the Certificate of English Eligibility.
- Child's original long form birth certificate, showing both parents' names.
- Child’s original certified translated (English or French) long form birth certificate, if the child was born outside of Canada
- Child's original Canadian Citizenship certificate, or Canadian Citizenship card or Permanent Resident card, if the child was born outside of Canada (NO PASSPORTS)
- Child’s most recent original report card, and its certified translated in English or French.
For elementary aged students, this application for a Certificate of English Eligibility will be processed at the school during registration season.
If a sibling is a holder of a Certificate of English Eligibility under Article 73, 76, 86.1 of the Charter of the French Language, then the sibling can transfer their English eligibility status to their sibling
THE FOLLOWING DOCUMENTS ARE REQUIRED:
- The Certificate of English Eligibility or Quebec Permanent Code of the sibling who has English eligibility.
- Original proof of Canadian citizenship of the common parent to both siblings. If both siblings share the same parent’s then original proof of Canadian citizenship of the parent with English eligibility.
- Child's original long form birth certificate, showing both parents' names.
- Child’s original certified translated (English or French) long form birth certificate, if the child was born outside of Canada
- Child's original Canadian Citizenship certificate, or Canadian Citizenship card or Permanent Resident card, if the child was born outside of Canada (NO PASSPORTS)
- Child’s most recent original report card, and its certified translated in English or French.
For elementary aged students, this application for a Certificate of English Eligibility will be processed at the school during registration season.
If a parent received English instruction in elementary (Grade 1-6) in Quebec prior to August 26, 1977, then their child/children could be eligible for the Certificate of English Eligibility.
THE FOLLOWING DOCUMENTS ARE REQUIRED:
- Report cards OR official letter from the school or school board attesting to the parent’s elementary education in English (Grade 1 - 6), and the percentage of English vs. French instruction, if applicable. The letter must state the following:
- Current date
- Last name, first name of parent
- Date of birth of parent
- List and location of schools the parent attended (city, province, country)
- Grade levels and school years attended
- Percentage of English vs. French instruction received per grade level
- Indicate if parent was enrolled in a French Immersion program under an English school board
- Name and signature of the person responsible for the school records (Principal, Records Keeper, Archivist, etc.)
- Printed on official letterhead including official school or school board seal
- Original proof of Canadian citizenship of the parent educated in English in elementary in Canada
- Child's original long form birth certificate, showing both parents' names.
- Child’s original certified translated (English or French) long form birth certificate, if the child was born outside of Canada
- Child's original Canadian Citizenship certificate, or Canadian Citizenship card or Permanent Resident card, if the child was born outside of Canada (NO PASSPORTS)
- Child’s most recent original report card, and its certified translated in English or French
The Archives and Student Records Office of English Montreal School Board holds the schooling records for former PSBGM schools and all current schools with the EMSB. If the parent attended an English Catholic School, you must contact the Centre de services scolaire de Montréal.
For elementary aged students, this application for a Certificate of English Eligibility will be processed at the school during registration season.
If a parent received English instruction for the majority of their education during elementary in Canada, then their child could be eligible for the Certificate of English Eligibility.
**A minimum of 4 years is required for any province or territory of Canada except Ontario where the minimum requirement is 5 years.
THE FOLLOWING DOCUMENTS ARE REQUIRED:
- Report cards OR official letter from the school or school board attesting to the parent’s elementary education in English (Grade 1 - 6), and the percentage of English vs. French instruction, if applicable. The letter must state the following:
- Current date
- Last name, first name of parent
- Date of birth of parent
- List and location of schools the parent attended (city, province, country)
- Grade levels and school years attended
- Percentage of English vs. French instruction received per grade level

This application for a Certificate of English Eligibility is processed with the English Eligibility Office at the English Montreal School Board.
If a child received or is currently receiving the majority of their education in English instruction in elementary and secondary school in Canada, then the child may be eligible for the Certificate of English Eligibility. Documentary proof is required for the child and the siblings (if any).
THE FOLLOWING DOCUMENTS ARE REQUIRED FOR EACH CHILD:
- Report cards OR official letter from their school or school board attesting to the child and siblings (if any) English elementary and secondary (if any) education in Canada. The letter must state the following:
- Current date
- Last name, first name of child
- Date of birth of child
- List and location of schools the child attended (city, province, country)
- Grade levels and school years the child attended
- Percentage of English vs. French instruction received per grade level
- Indicate if child was enrolled in a French Immersion program under an English school board
- Name and signature of the person responsible for the school records (Principal, Records Keeper, Archivist, etc.)
- Printed on official letterhead including official school or school board seal
- If the child attended school outside of Canada prior to their arrival in Canada, the report cards for each grade level completed or proof they were residing outside of Canada is required
- Original proof of Canadian citizenship of one parent
- Child's original long form birth certificate, showing both parents' names.
- Child’s original certified translated (English or French) long form birth certificate, if the child was born outside of Canada
- Child's original Canadian Citizenship certificate, or Canadian Citizenship card or Permanent Resident card, if the child was born outside of Canada (NO PASSPORTS)
- Child’s most recent original report card, and its certified translated in English or French
This application for a Certificate of English Eligibility is processed with the English Eligibility Office at the English Montreal School Board.
If a child has not yet started school and the sibling received or is currently receiving the majority of their education in English instruction in elementary and/or secondary school in Canada, then the child may be eligible for the Certificate of English Eligibility.
THE FOLLOWING DOCUMENTS ARE REQUIRED:
- Report cards OR official letter from their school or school board attesting to the siblings’ English education in elementary and secondary (if any) in Canada. The letter must state the following:
- Current date
- Last name, first name of child
- Date of birth of child
- List and location of schools the child attended (city, province, country)
- Grade levels and school years the child attended
- Percentage of English vs. French instruction received per grade level
- Indicate if child was enrolled in a French Immersion program under an English school board
- Name and signature of the person responsible for the school records (Principal, Records Keeper, Archivist, etc.)
- Printed on official letterhead including official school or school board seal
- If the sibling attended school outside of Canada prior to attending school in Canada, the report cards for each grade level completed or proof they were residing outside of Canada is required

This application for a Certificate of English Eligibility is processed with the English Eligibility Office at the English Montreal School Board.
If a child or sibling of a child is attending a non-subsidized English private school, then the child may be eligible for the Certificate of English Eligibility. The minimum requirements to be considered for eligibility are the following:
- The child attended a non-subsidized private school (NSPS) that meets the criteria to obtain a certificate of eligibility. For a current list of recognized private schools in Québec, please visit the Ministère de l'Éducation du Québec (MEQ) website.
- Child must have attended a minimum of three recognized grade levels and years at one of the schools on the list
- The child nor a sibling cannot have attended school in the French public system in Quebec.

- Official letter from their school or school board attesting to the child’s English education in elementary and secondary (if any) in Quebec. The letter must state the following:
- Current date
- Last name, first name of child
- Date of birth of child
- List and location of schools the child attended (city, province, country)

- Percentage of English vs. French instruction received per grade level
- Indicate if child was enrolled in a French Immersion program under an English school board
- Name and signature of the person responsible for the school records (Principal, Records Keeper, Archivist, etc.)
- Printed on official letterhead including official school or school board seal
- Original proof of Canadian citizenship of one parent
- Child's original long form birth certificate, showing both parents' names.
